Medicaid

It’s important to know that Medicaid doesn’t cover housing expenses for senior apartments. However, Medicaid does cover medically necessary in-home health care services through waiver programs such as the Home and Community-Based Services (HCBS) Waiver. In North Carolina — where the Medicaid program is known as NC Medicaid — there is also the Community Alternatives Program for Disabled Adults (CAP/DA) Waiver, NC Innovations Waiver (an HCBS waiver), and the NC Traumatic Brain Injury (TBI) Waiver that could provide benefits to help offset costs for those eligible. The CAP/DA Waiver program provides a range of in-home services to individuals ages 65 or older (and individuals with physical and other disabilities ages 18-64 years) who meet the nursing facility level of care, including adult day health, in-home aide, coordination of care, financial management services, personal assistance services, meal preparation and delivery, and more.

The NC Innovations Waiver provides a comprehensive range of support services to individuals with intellectual or developmental disabilities who require an ICF/IID level of care. This includes community navigation and networking, day and residential support, respite care, supported employment, assistive technology, and financial support services, as well as crisis services, home modifications, natural support education, specialized consultation, and vehicle modification services.

The NC TBI Waiver program provides day support, personal care, residential support, resource facilitation, respite, supported employment, therapy services, assistive technology, and more to individuals ages 18 or older who have sustained a brain injury and require a hospital or nursing facility level of care. The program also offers crisis support, community networking, home modifications, and natural support education.
