Paying for assisted living in Washington

Seniors and their families often pull together several income sources to cover assisted living costs in Washington. Families who start planning early tend to have the most options because it gives them more time to research the most suitable options. Most families use some combination of private and public resources to pay for assisted living. In this section, we’ve highlighted potential options and resources. You can also visit our guide to paying for long-term care for a brief summary of payment options.

Your senior loved one’s private pay options largely depend on their current situation. Potential options may include savings accounts, retirement pensions, and other options listed below.

If your aging loved one or their spouse served in the military, they may qualify for a variety of benefits from the U.S. Department of Veterans Affairs (VA). The VA offers many benefits, each with its own set of requirements, so navigating them on your own can be time-consuming and overwhelming. That’s precisely why we recommend reaching out to a veterans service organization (VSO) for benefits counseling. Benefits counselors can help you identify and apply for suitable benefits, file a claim, or appeal a denied claim.

In Washington, you can reach out to the Washington Department of Veterans Affairs for benefits assistance. You can find a benefits counselor by county on their website or by calling 800-562-2308. These counselors are trained to help you maximize your entitled benefits, and they can also connect you to the most relevant, suitable veterans service organizations (VSO) in your area.

Some helpful VSOs in Washington include the following:

  • Veterans of Foreign Wars (VFW)
  • American Legion
  • Disabled American Veterans (DAV)
  • Paralyzed Veterans of America (PVA)

Medicaid is a health care program jointly funded by the state and federal governments. It offers health insurance coverage to low-income individuals and individuals with disabilities. In Washington, Medicaid is referred to as Apple Health.

Apple Health covers health care services and includes financial assistance with Medicare premiums, medical expenses, prescriptions, lab services, and more.[02] Some assisted living facilities also provide care for Medicaid residents in Washington via the following service packages:[03]

  • Adult residential care (ARC). This package helps Washington residents who are able to take their own medication but require assistance with activities of daily living (ADLs). It offers limited supervision.
  • Enhanced adult residential care (EARC). This package is similar to ARC, but it helps residents who need medication administration and some type of nursing care.
  • Assisted living. This package includes a private apartment for seniors who require some nursing care, medication administration, and assistance with activities of daily living (ADLs).

For more care costs to be covered by Apple Health, seniors must qualify for the state’s home and community based services (HCBS) waiver program.

Medicare is a federally funded health insurance program available to any U.S. citizen aged 65 or older who’s paid Medicare taxes. Like Medicaid, it doesn’t cover the cost of room and board, but it can cover medical expenses within a Washington assisted living facility.

Medicare-covered services may include:[04]

  • Preventive care and doctors’ services
  • Hospital visits
  • Skilled nursing services
  • Physical, occupational, and speech therapies
  • Medical supplies or equipment

If you have questions about Medicare, Washington offers a Statewide Health Insurance Benefits Advisors (SHIBA) program to assist seniors and families. Qualifying seniors can also further save on Medicare and prescription drug costs with the Medicare Savings Program and statewide pharmaceutical assistance programs.

Seniors and their families can also find a Washington state long-term care ombudsman for assistance with Medicare or long-term care. Or, you can reach out to your local Social Security office.

Assisted living requirements and regulations in Washington

In the state of Washington, all assisted living facilities must be licensed and regulated by the Department of Social and Health Services (DSHS). To qualify as an assisted living facility, a residence must provide housing and care services to seven or more people.[05]

After an initial inspection before licensing, assisted living facilities are inspected approximately once a year. To find inspection reports on a particular assisted living facility in Washington, you can follow these steps:

  • Go to the DSHS Assisted Living Facility Locator.
  • Search the community by location or name.
  • Find the facility, find where it says “This facility has reports,” and select “reports.”
  • Select the report you’d like to view.

In Washington, reports include the date of inspection, deficiencies found, and the date deficiencies were corrected.
